Project Overview

Ciner Glass

Ciner Glass is part of the global Ciner Group. It is a family-owned business with Turkish roots, headquartered in London.

Since 2013, Ciner Glass has been producing sustainable glass packaging at its Turkish glass factory in Bozüyük. To date, it has produced 20 billion bottles and jars for customers in the food and beverage industry.

Lommel – Belgium

In 2018, Ciner Glass decided to expand its activities internationally.

A new glass plant is being built in Lommel, representing an investment of more than 600 million euros and 500 direct jobs.

The site under construction covers 23 hectares. The surface area of the buildings is approximately 110,000 m².

Two glass furnaces will be built, capable of producing 430,000 tonnes of glass per year, or the equivalent of 2 billion glass bottles. All bottles and jars will be destined for the food and beverage industry in Belgium and neighbouring countries.

Contractors & suppliers

The main contractors for the construction project are DESA and D&T. In addition, Ciner Glass has already signed a consortium agreement with several leading European companies that will supply the machinery for the glass plant. The Italian company Bottero is acting as project manager.

Timing

  • The foundation stone of the Belgian plant was laid in November 2023.
  • Construction started in 2024.
  • The first glass furnace will be operational by mid-2026.
  • The second glass furnace will also be operational by 2027.

Project studies

The exchange of information and the transparency of the permitting process are required by the Flemish spatial planning legislation. The risks and impacts of the project have been mapped, including impacts on traffic, mobility, health, land use, noise, air, soil, biodiversity, water and soil.

A digital information session was held on 14/02/22 as part of the statutory consultation process. Stakeholders were able to ask questions and provide feedback on the project and the EIA study.

  • The environmental permit was issued on 18/05/2022. Further details about the environmental permit and a copy of the permit can be accessed using the following link:
    https://gpbv.omgeving.vlaanderen.be/installatiefiche/BE.VL.000002286.INSTALLATION
  • A human rights risk assessment was carried out. There was a general query – common in the construction industry – around the use of foreign subcontractors and workers. Another question pertained to the construction of a PV plant. In the solar panel sector, health and safety assurances are of particular importance in the production phase. Ciner Glass manages these risks through robust contracts, policies and control mechanisms throughout the entire value chain.
  • The Climate Change Risk Assessment (CCRA) has not identified any major climate risks. A few areas such as water stress, drought or extreme cold were noted as having some impact on the production process and/or the logistics chain but have a low materiality.
  • Risks related to emergencies and procedures to manage these emergencies (e.g. fire, industrial accident, etc.) are described in the Emergency Preparedness and Response Plan.
